- Cabinet was appointed on 27 March 1963 after four months of deadlock in the formation process. PM Gorbach declared to resign on 20 February 1964 following disputes within the Austrian People's Party (OVP) and handed in his resignation four days later. The cabinet resigned on 2 April.

- On 25 February 1964 President Schärf lanced a discussion of whether the resignation of a PM would also require the resignation of the whole cabinet.
